How do I get the AppServer to call a python file while using a WSDL plug-in?

I followed the steps in the "Working with Plug-ins Guide" for creating a WSDL plug-in and I am also using a python script. However, the AppServer is not calling the python file. How can this be achieved?

    In order to get the appserver to call the python file, please make sure to do the following:

    1. The python file is named the same as the WSDL file. 
    2. Add a network service as well as everyone to this py file on the Appserver and give them both full control. 
    3. Check to make sure you are using the correct Virtual Directory on the appserver.

    You do not need to worry about enabling the WSDL for plugin scripting because in 7.3 it already is. Not to mention, it is attempting to call the python file but it just can't find it, indicating it is scripting enabled.
