What IS the "overhead" of a Region control

Product Development once held a presentation during which they showed before and after for screens.

The before screen had a LOT of regions.

The after screen had fewer regions.

They said "Regions have overhead", so don't use regions. e.g., for simple spacing; use space controls for spacing, or adjust padding.

A customer asked me this week about the "overhead". 

What is it? Is it measurable?  Has anybody quantified it?
